North Carolina Business Emergency Operations Center

The NCEM Business Emergency Operations Center (BEOC) manages the state's process of certifying businesses that are deemed essential to restoring the health, safety, or economic well-being of a disaster area, in accordance with NCGS 166A-19.70.

When an evacuation, curfew or other restrictions are ordered by local governments, local officials can use these certifications to aid in identifying persons who are appropriate to enter restricted areas.  Decisions about entry/re-entry are the authority of local governments.

Registered vendors who provide critical services, essential commerce, and necessary goods for the health, safety and economic well-being of citizens can apply for a Certificate of Post Disaster Re-entry by following the procedure outlined below.

In the event of a state-wide Stay at Home Order, businesses will NOT be required to have any credential to continue operations. Any such Order and accompanying Guidelines should be reviewed by businesses to determine whether they may continue operations.  

What is a Re-entry Certificate?

A Re-entry Certificate is a document issued by the Business Emergency Operations Center to certify businesses deemed essential to restoring the health, safety, or economic well-being of a disaster area in accordance with NCGS 166A-19.70.

Certificates are ONLY relevant when there are restrictions on movement, such as in the case of a curfew imposed by local officials after a major disaster such as hurricane or after an evacuation order has been lifted for emergency and other necessary personnel.  When this occurs, local officials may use the Certificates to aid in identifying persons who are appropriate to enter/re-enter a restricted area. Thus, these Re-entry Certificates are ONLY needed in local jurisdictions that have imposed curfews or other specific restrictions on movement.  Decisions about entry/re-entry are the authority of local governments.

Do I need a Re-entry Certificate to keep my business open during an emergency shut-down of businesses or Stay at Home Order?  NO

A Re-entry Certificate is not necessary or relevant to keeping a business open in the event of a “Stay at Home” Order by the state or a local government.  In the event of a statewide or local Stay at Home order, businesses should consult the Order and any Guidance related to the Order, and determine whether they can continue operations. No documentation will be required to continue operating within the parameters of any statewide Order.

Do I need a Re-entry Certificate to travel to and from my place of business in the event of a Statewide Stay at Home Order?  NO

A Re-entry certificate is not relevant or necessary for movement between your home and place of business. 

Who qualifies for a Re-entry Certificate?

Certificates of Reentry are ONLY issued to people/businesses considered essential to restoring the health, safety, or economic well-being of a disaster area. Generally, this includes those involved in utility restoration or who routinely transport or distribute consumable goods such as groceries, medicine, fuel and clothing.

How do I apply if I still think I need a Certificate?

Registered vendors who provide critical services, essential commerce and necessary goods for the health, safety and economic well-being of residents, can apply for a Certificate of Post Disaster Reentry by following the procedures outlined on the Reentry Registration page located at www.ReadyNC.org.

Guidance for Issuance of Certificates of Post Disaster Reentry - pdf

 

  1. Applicant sends email to NC Business EOC at beoc@ncdps.gov with Re-Entry in the subject line.
  2. Applicant provides the contact information for a company representative with Memorandum of Agreement (MOA) signatory authority to include email address and title.
  3. Applicant provides an explanation of the nature of business, need for access and locations in North Carolina.
  4. Business EOC will respond with confirmation of receipt of inquiry by email.
  5. Business EOC will contact the applicant if more information is needed to determine eligibility.
  6. If approved, Business EOC will set the applicant up as a BEOC member and provide WebEOC access, log-on information, and directions for working inside of the Vendor Access Registry.
  7. The applicant completes the digital registration, includes primary and alternate point-of-contact information, lists all business locations, reviews and signs the electronic Memorandum of Agreement.
  8. Business EOC is alerted when a memorandum of agreement is signed and submitted through WebEOC.
  9. Business EOC does a final review of the registration, points of contact and completed memorandum of agreement.
  10. Business EOC staff determine based on the nature of business and needs of the state, the order of phased entry: Life, Health/Safety or Economic Well Being.
  11. Business EOC staff complete the certification and save the completed registration in WebEOC.
  12. Business EOC sends a final email letter that includes reminders of the legal responsibilities listed in the memorandum of agreement with regard to liability, misuse and distribution of Re-Entry Certificates and welcomes the new private partners into the NC BEOC.
  13. WebEOC provides a live link to view and print the Re-Entry Certification that includes the applicant’s name, certification category and expiration date.
  14. The applicant can print and distribute to leadership and critical employees.
